Second Council of Verneuil:
On Misappropriation of Church Funds, 844


In the middle of the ninth century the tithes were assigned also to the support of guests and for the redemption of captives. At the same time the funds were often misappropriated by secular persons. To correct this, the second Council of Verneuil passed the decree given below.

The funds of the Church which kings and other Christians have vowed to God, for the relief of the servants of God and of the poor, for the support of guests, for restoring captives, and for rebuilding churches, are now detained for the use of secular persons. Hence many of the servants of God suffer penury in food and drink and clothing, the poor do not receive their accustomed charity, guests are neglected, captives are defrauded, and the good name of all is smirched by this fault.
