In 2007, Fordham University’s Graduate School of Education, headed by Dean James Hennessy, was awarded a contract from the New York State Education Department to establish a Bilingual School Psychology Support Center.

In collaboration with the NYCDOE, SETRC, UFT Teacher Center, and Bilingual Education Technical Assistance Centers, the NYS Bilingual School Psychology Support Center engages in recruitment and professional development activities for bilingual school psychologists. In order to retain bilingual school psychologists for the NYCDOE schools, the NYS Bilingual School Psychology Support Center is a resource for any bilingual psychologist needing professional or technical information.

Project Objectives

The NYS Bilingual School Psychology Support Center was developed to act as a vehicle to recruit, train and retain Bilingual School Psychologists for the New York City Department of Education schools. As a result, the following objectives were developed:

I. To increase NYCDOE capacity to provide Bilingual School Psychology Services.

• To work closely with metropolitan colleges and universities for the purpose of identifying and recruiting appropriate candidates for their Bilingual School Psychology Programs.

• To recruit candidates through college university programs and professional organizations outside of New York City.

II. To ensure the availability of Bilingual School Psychologists “in the pipeline”, preparing for employment with NYCDOE by completing certification requirements

• Develop effective procedures for information dissemination regarding recruitment to Bilingual School Psychology training programs, scholarship programs, financial aid, and alternate pathways.

• Expand recruitment efforts targeted to bilingual undergraduates close to graduation with majors in psychology and related fields.

III. To promote retention and development of excellence in the professional practice of bilingual school psychology in NYCDOE.

• Build Professional Development capacity with the building of “turnkey trainers” with specialized knowledge and skills targeted to Bilingual School Psychologists to implement current initiatives and sustain ongoing and future Professional Development initiatives.

• Orientation for newly assigned Bilingual School Psychologists addressing current practices and issues.

• Professional development in support of P.I.T. interns.

About Us

The Bilingual School Psychology Support Center is part of the Center for Educational Partnerships headed by Associate Dean, Anita Batisti, Ph.D. and is directed by Dr. Rachel Martinez-Tabone. The Principal Investigator is Dr. Giselle Esquivel.

Dr. Rachel Martinez-Tabone, Director
After 33 years of a successful career with the NYC Department of Education, Dr. Rachel Martinez-Tabone became Director of the NYS Bilingual School Psychology Support Center at Fordham University. Dr. Martinez-Tabone brings to this program the expertise she acquired as a Bilingual Elementary School Teacher, a Bilingual School Psychologist, and a Supervisor of Psychologists. Dr. Martinez-Tabone was among the first graduating class of Fordham University’s Bilingual School Psychology Program. She holds a doctorate degree in Developmental Psychology from the Ferkauf Graduate School of Psychology at Yeshiva University.
