Procedures for Creating International Affiliations
Fordham University encourages international collaborations for the purposes of student and/or faculty exchange, research partnerships, joint and/or dual degrees and other scholarly purposes. University faculty, programs, departments and schools acting in an official capacity are encouraged to develop relationships with international colleagues. In the event that faculty, a program, department or school wishes to formalize a relationship with an international partner, it should refer to the guidelines for establishing international partnerships and consult with appropriate administrators at the department and/or college level. The affiliation must align with the University’s mission and goals and provide mutual benefit.
Guidelines for establishing international affiliations
The process for creating new international partnerships is as follows:
- Complete the International Agreement (MOU/SLOA) Evaluation Questionnaire. This will be shared your Dean and/or Department Chair.
- Once a questionnaire has been received and reviewed, and the Dean or Department Chair has provided approval for the potential agreement to move forward, the Office of International Initiatives (OII) will provide templates to facilitate the development and execution of agreements. Use of standard templates will simplify the approval process. Any deviations from the template(s) will require routing through steps #4 and #5 below. Use of standard templates will accelerate the agreement to step #7, after a final review by OII. Please note, the SLOA template is appropriate for agreements to do with the exchange of students only.
- Route documents for internal review.
- Evaluate any fiscal implications through the Associate Vice President for Academic Financial Planning and Analysis
- Ensure compliance with University, state and federal regulations in consultation with Legal Counsel.
- After incorporation of legal and finance edits and comments, final review by OII.
- After the new agreement has been fully vetted and approved for signing, OII will send the agreement to the primary point of contact for execution by the partner institution.
- Upon return of the signed version of the agreement to OII, the agreement will be forwarded to the Provost for authorized University signature.
- The OII Coordinator will share and archive all executed agreements. For a list of current agreements, please see our list of Fordham International Partners or contact the OII Coordinator David Heston at email@example.com.
- OII will notify all relevant staff, faculty, programs, departments and schools of newly executed partnerships.
- The faculty, program, department or school responsible for the agreement will complete the Tuition and Fee Variance/Waiver Request form for the new agreement, obtain the signature of the relevant Dean and submit it electronically to the OII Coordinator David Heston in the Office of the Provost for processing by the Associate Vice President for Academic and Financial Planning at firstname.lastname@example.org.
To further assist you in contemplating the broad suggestions outlined above, please see the International Agreement (MOU/SLOA) Evaluation Questionnaire. This questionnaire will lead you through the process of determining how a future partnership might function internally in terms of allocation of faculty, program, department and school resources, and will identify who will have primary responsibility for the relationship. It will also guide you through thinking about the pedagogical and fiscal implications of any future partnerships. This questionnaire will be automatically forwarded to the dean or department head of the proposing faculty or staff member, OII and to the Associate Vice President for Academic and Financial Planning. Discussions should be had at the program, department or school level to evaluate the level of support for the potential partnership by the sponsoring entity.
If a program, department or school receives a proposed agreement from a potential international affiliate, it is up to the program, department or school to establish whether the agreement is in the best interest of the program, department or school. If so, the agreement then goes through the internal review process as set out above in items #1 through #11. The timeline for approval process will vary depending upon whether or not standard templates are utilized in the process. If so, the approval process will take approximately six to eight weeks from the date the standard agreements are received by OII. Use of non-standard agreements will increase the amount of time it takes for vetting and approval.
International partnerships may take several forms:
- Memoranda of Understanding (MOU): a written statement of understanding between Fordham University and an international partner expressing a mutual intention to engage in a cooperative academic or research effort but that does not involve a commitment of university resources. It is a nonbinding agreement. Download our standard MOU template.
- Faculty and/or student exchange Supplementary Letter of Agreement (SLOA): an agreement established to implement a reciprocal exchange program between Fordham University and an international partner. Faculty exchanges are established to allow mobility of faculty between two institutions; typically faculty from each institution will pay for their own expenses and may be given space and or research support by the receiving institution. Student exchanges are established to allow mobility of students between two institutions; Fordham students pay tuition and fees at Fordham, exchange students pay tuition at their home institution. A balance in the numbers of students and credit hours exchanged should be sustainable and maintained between the partners. Fordham student participants apply through the International Study Abroad Programs Office (ISAP) and international students apply through their international exchange office. SLOA are legally binding contracts committing parties to the provision of services and /or activities. - Research collaborations: require no specific agreement and may be established faculty to faculty, program to program, department to department and/or school to school. The expression of interest to engage in such collaborations may also be expressed included in the SLOA.
- Dual or joint programs: programs, departments and/or schools develop a program whereby students may complete some course work for a Fordham degree at a foreign institution. Both institutions should discussand agree on the course work and credit hours that should be completed in both institutions in order to obtain the degree. For joint degree programs, participants will receive a single diploma with the seal of the home (Fordham) and host (partner) institutions. For double degree programs, participants will receive two different diplomas from both institutions for their degrees. Both types of programs require signed MOU and/or SLOA, and may require approval by NYSED and reporting requirements to the Middle States Commission on Higher Education. Schools interested in establishing international dual or joint degrees should consult program, department or school deans or chairs and the Assistant Vice President responsible for NYS Department of Education program approval, Jerome Contee at email@example.com.
Reciprocal Student Exchange – Approval Guidelines
A program, department and/or school wishing to establish a student exchange should follow these guidelines:
- Prepare and electronically submit the International Agreement (MOU/SLOA) Evaluation Questionnaire.
- Once an MOU and/or SLOA has been executed as detailed above in items #1-11, the programs, departments and/or schools sponsoring the exchange will complete the Tuition and Fee Variance/Waiver Request form. The form should be signed by the relevant dean and submitted electronically to the OII Coordinator David Heston in the Office of the Provost for processing by the Associate Vice President for Academic Financial Planning and Analysis at firstname.lastname@example.org. The initial submission is made on behalf of the on-going exchange program and should request tuition and fee waivers based on the projected annual participation of foreign students in the program.
- Upon approval of the forms, all relevant units will receive updates as relevant to the individual, program, department and/or school by the OII Coordinator.
- Receiving program, department and/or school will establish an internal process for recruiting, welcoming and advising the exchange students.
- Following registration of exchange students from partner schools in Fordham University courses, the Fordham School sponsoring the student must submit a Tuition and Fee Variance/Wavier Request form for each visiting student, for each term to be sure they are processed through admission and billed correctly. Please submit the form electronically following registration and prior to the start of each term to the OII Coordinator David Heston at email@example.com for processing by the Associate Vice President for Academic Financial Planning and Analysis. After the Associate Vice President signs the form for each student, the form will be sent to the Bursar’s office to ensure correct billing for visiting students.
