OIL RICHES, MEANT FOR POOR, ARE DIVERTED
Ali Kadyr, World Bank Director for Chad,
has told Mekombe of the oversight committee that amendments to the law may be
considered upon explanation of Chad’s
deepening fiscal woes. Revenues of
$399 million generated from a $4.2 billion pipeline has been marred by
government corruption including mismangement, graft and even fighting a
rebellion. Mekombe stated that
oversight committee recommendations were never investigated by the
government, and Kadyr claims the government of Chad
stated '‘there is no time for that'’.
Boukineve Garka, labor union leader, is glad the World Bank has been
involved, even though the project is flawed.
Without even minimal controls, Chad
would be in the same situation as neighboring Sudan,
where an oil project has been taken on by a Chinese consortium, with no

The Index of Economic Freedom
(by Driscoll-Holmes-Kirkpatrick) for 2001 places Chad in the “Mostly Unfree” category with a rank of
120 (Ranks range from 1 for Hong Kong to 155 for North Korea, Wall Street
Journal, Nov. 1, 2000). H. D. Vinod’s trimmed correlation analysis indicates
that countries free from economic regulation are less corrupt. After allowing
for some exceptions by 20% trimming, the correlation is near 0.9.
