Maria T. Vullo

Adjunct Professor of Law
Maria T. Vullo has taught at Fordham Law School since 2019. She teaches financial regulation courses to upper-level JD students, as well as LLM and MSL students, including Banking Regulation and Enforcement; Regulation of Financial Institutions; and Insurance Regulation and Consumer Protection.
Ms. Vullo served as New York’s Superintendent of Financial Services (DFS) from 2016-2019, where she was responsible for the supervision of New York’s financial services industry, including all insurance companies licensed to do business in New York, all New York state chartered banks and branches of foreign banks, and non-bank financial firms including money transmitters, online lenders, and cryptocurrency trusts.
During her tenure as Superintendent, the agency promulgated nation-leading transaction monitoring and cybersecurity regulations; supervised significant enforcement actions and monitorships involving Bank Secrecy Act, OFAC sanctions and foreign exchange practices violations; promulgated insurance consumer protection regulations; and increased access to financial services in underserved communities.
Ms. Vullo also proposed and implemented significant legislation, including paid family leave, expanded health insurance protections, and supervision of student loan servicers.
Prior to assuming the role of DFS Superintendent, Ms. Vullo was a litigation partner for over 20 years with Paul, Weiss, Rifkind, Wharton & Garrison LLP. She is an experienced trial and appellate litigator in civil, criminal, and regulatory matters, and is also known for her pro bono representations and nonprofit leadership in support of women’s and human rights.
In addition, Ms. Vullo served as Executive Deputy Attorney General for Economic Justice in the Office of the New York State Attorney General, where she supervised the Investor Protection, Real Estate Finance, Antitrust, Consumer Protection, and Internet Bureaus. Ms. Vullo also held the positions of Director, Vice Chairman and Chief Legal Officer of Emigrant Bank.
Ms. Vullo twice was nominated by the New York State Commission on Judicial Nomination to be an Associate Judge of the New York Court of Appeals. She is the recipient of numerous awards, including the 2018 Insurance Woman of the Year Award by the Association of Professional Insurance Women, the 2018 Excellence in Consumer Advocacy Award by the NAIC Consumer Representatives, and the 2017 Mario Cuomo Public Service Award by the National Italian American Foundation.
In addition to her teaching, Ms. Vullo provides regulatory consulting and expert witness services through her firm, Vullo Advisory Services PLLC. She also serves as Regulator-in-Residence at the FinTech Innovation Lab NYC, an incubator program for start-up companies sponsored by the Partnership Fund for New York City and Accenture.
Ms. Vullo holds a J.D. from New York University School of Law, an M.P.A. from NYU’s Wagner Graduate School of Public Service, and a B.A. and Honorary Ph.D. from the University of Mount Saint Vincent.
